Don't rely on some other tool to install the policy file, let's just do this
in ratbagd.devel directly so it's immediately executable.

Which is the same env that ratbagd uses as well. And we don't have variable
values in RATBAGCTL_DEVEL anymore, so no point in having two different
variables here.

We already have a separate name for the devel bus anyway, the git sha doesn't
give us a huge amount of benefits but makes manual debugging a major PITA.

Without --verbose ratbagd just starts up with no message whatsoever. It's hard
to tell if any devices are supported or if the server just hangs. Let's log
the devices detected by default, at least that way we get some feedback.

Since we unconditionally call unlink() on that path later, let's make sure
we actually copy to that file.

Starting with -vv, we print out the ratbagd log messages to stdout/stderr,
-vvv switches ratbagd to raw mode. We start at level 2 so that we can have the
single -v reserved for ratbagctl itself.

A quick and easy way to sync anything coming from dbus (like property updates)
without needing to be hooked into a glib mainloop directly.

Some devices can have a custom name, so let's export that capability.
In ratbagd, libratbag/ratbag_profile_set_name() returns an error, we
put it under silence, the client has to check for the capabilities
before asking ratbagd to change the profile name.

If we couldn't find the name on the bus or the ratbagd process already
terminated, return None and fail.

We want to share as much as possible between ratbagctl.devel and
ratbagctl.test, so better have a separate file that knows how to
properly spawn the dbus daemon and terminate it.
