libratbag: drop everything related to simple key action modifiers

Macros can be used for that instead, drivers can adapt them as needed.
Simple key actions will stay here for now, but I plan to completely
replace them with macros eventually.

ratbagctl: ignore a Ruff f-string formatting warning (UP032)
...
I think we're better off ignoring the warning here (instead of repeating
the same argument like 10 times).
Fixes tests failing because UP032 was extended in Ruff (and this has
happened before). Pinning Ruff is probably a good idea. (Fixes #1515.)

steelseries: ignore the check for HID vendor device
...
Although it does work for some mice and fixes there being several
configurable devices for a single mouse in libratbag, for some mice it
does *not* apply, making them unusable with libratbag.
